What the States are Doing About Global Warming

State and Local Net Greenhouse Gas Emissions Reduction Programs

This section of our site houses a searchable database of case studies on state and local programs that reduce greenhouse gas emissions.

Some programs were designed specifically to address climate change, but many were designed for other purposes: for example, to improve energy efficiency or to promote water conservation. All, however, directly or indirectly result in greenhouse gas reductions. The database includes a wide range of projects in areas such as energy demand and supply, transportation, agriculture, and industry.

Besides describing the programs and listing their greenhouse gas benefits, the case studies document how the programs were developed and funded, the challenges that were overcome to implement them, and the lessons learned along the way. Sources of further information are also provided. The content of the case studies was reviewed by relevant state contacts, energy and environmental associations, and other experts.

The database currently contains 44 case studies of programs from 28 states, but the database is intended to continue growing as more state and local programs come of age. You can help this database to evolve by submitting information about similar programs, or providing comments, to the contacts below.

These case studies were written by staff at the National Association of State Energy Officials (NASEO) and by Pew Center staff. Some studies were adapted from the Pew Center report, "Greenhouse and Statehouse: The Evolving State Government Role in Climate Change," by Barry Rabe, of the University of Michigan.
