A Northeast Movement to Cut Emissions (The New York Times)

Growing impatient over the absence of federal restrictions on greenhouse gas emissions, officials in several states are taking matters into their own hands. A number of states have set voluntary goals for curbing emissions or set emissions caps on specific sectors, and three states - New Jersey, California and Hawaii - have taken on legislation that goes further.
