Waxman-Markey Discussion Draft
On March 31, 2009, House Energy and Commerce Committee Chairman Henry Waxman and Energy and Environment Subcommittee Chairman Edward Markey released a discussion draft of climate and energy legislation.
The proposal calls for an economy-wide cap-and-trade system and critical complementary measures. The draft bill includes aggressive emission reduction targets as well as measures that will protect U.S. consumers and workers, and deploy low- and zero-emitting technologies. Wyoming & CCS On February 26 and 27, 2009, Wyoming Governor Dave Freudenthal signed three bills to address ownership and liability issues related to geological storage of carbon dioxide. Low Carbon Fuel Standard On March 5, 2009, the California Air Resources Board (CARB) released proposed regulations for a Low Carbon Fuel Standard (LCFS), which would require transportation fuel providers to lower the life-cycle carbon intensity of their fuels over the next decade.
