H. Res. 450:   This resolution recognizes the significance of the centennial of the birth of Rachel Carson and, among other provisions, “recognizes that we could learn much more from her today, especially as we increasingly feel the effects of climate change and consider measures to lessen and eventually reverse the impact it has on the planet.” Sponsor: Rep. H.R. 1602:   Hurricanes Katrina and Rita Environmental Justice Act of 2007. This bill, among other provisions, directs the head of each Federal agency, to to make achieving environmental justice part of its mission. The bill also establishes a Hurricanes Katrina and Rita Interagency Environmental Justice Working Group. In its findings section, the bill declares that “Years before Hurricane Katrina, environmental justice activists were anticipating the racially disproportionate effects of climate change, in terms of coastal flooding and the health effects of heat waves, through the Environmental Justice and Climate Change Initiative (EJCC).” Sponsor: Rep. H.R. 2906:   10th Congressional District of Illinois School Conservation Corps Act. This act would require the Secretary of Education to make grants to establish and support the 10th Congressional District of Illinois School Conservation Corps. In setting priorities for the activities sponsored by the grants, the bill makes finding ways for schools and families to reduce their greenhouse gas (GHG) emissions; meeting with local officials to encourage their reduction of GHGs; and forming groups to ask large companies to provide financial tax incentives to lower GHG emissions, as the second, sixth, and seventh priorities (of seven), respectively. H.R. 3036:   No Child Left Inside Act of 2007. Among various provisions that would amend the Elementary and Secondary Education Act of 1965 regarding environmental education, the bill would authorize the Secretary of Education to award competitive grants for, among other purposes, preparing children to understand the challenge of climate change. H.R. 4238:   Bottle Recycling Climate Protection Act of 2007. This bill would amend the Solid Waste Disposal Act to establish a national system of beverage container recycling to require a refund value on the sale of all beverage containers. The bill finds that recycling beverage containers would reduce the heat-trapping emissions generated in the manufacture of new aluminum, plastics, and other beverage container materials. H.R. 5402:   Climate Change Center and Clearinghouse Act of 2008. This bill would amend the Small Business Act to establish an Office of Environment, Energy, and Climate Change within the Small Business Administration, and would establish within said office a Climate Change Center and Clearinghouse. The Center and Clearinghouse would be charged with providing scientific, economic, and technical information to small business concerns on assessing and managing the impacts of climate change, and on savings and revenue opportunities afforded by carbon trading and Federal and State renewable energy incentive programs. The bill also requires the center to develop a carbon footprint calculator website. Sponsor: Rep. Peter Welch (D-VT) (9 Cosponsors)

 

H.R. 5902:  

Getting Youth Re-invested in Environmental Education Now (GREEN) Act. This bill would direct the Secretary of Education to make competitive grants to states and local educational agencies to develop environmental justice curricula and co-op programs for students attending middle and high schools that may be disproportionately affected by climate change, pollution, and other environmental issues. In addition, in its findings section, the bill states that environmental justice education is essential for, among reasons, producing students who are prepared to address imminent climate change issues that affect them locally.
